Conditional Cell Shading

I am trying to change the cell shade based on the value in another cell.  For example, cell A1 has a data validation of either 1, 2, or 3.  I want cells A2-A14 to have green shading when A1 has a "1", red shading when A1 has a "2", and blue shading when A1 has a "3".  I want this to happen once I manually enter a number into cells A2-A14 and stay white if no number is entered.

Highlight cell A2, click on Format, then select Conditional Formatting:

Under Condition 1, change "Cell Value Is" to "Formula Is&quot
